Akim's election, need prepared candidate
In the second half of this year, the first direct elections of the mayors of the rural district, the village and the village that is not part of the rural district will be scheduled. For most citizens, they are the only form of their real participation in politics. We should be grateful that we finally have the opportunity to make our own choices, that we do not have a monarchy, and we are able to influence any state decision. And this choice allows people to make their own choice in favor of a particular candidate for mayor, who will represent the interests and problems of the citizens who voted. This applies to more than 800 akims, whose powers end in 2021. Therefore, voters should know exactly who they choose as mayor, which affects the daily lives of citizens.
At the same time, the question arises as to how well the candidates for the position of akim are prepared to cope with the functional duties of the akim of a rural district, a village and a village that is not part of a rural district tomorrow. If they fail, it can have a bad impact in the future, not only for the voters, but also for the future mayor himself. Since candidates for the position of mayor should not only have an idea, but also specifically know what the modern activity of the mayor consists of. Moreover, the newly elected akims should not work in the "old-fashioned" way, that is, like their predecessors, who are more focused on the higher-ranking akims, and not on the voters. There is a huge difference between the elected maslikhats on the proposal of the district akim and the akims elected by direct elections of the population, both in their daily activities and in the strategic plan.
Therefore, the newly elected akims, while still being candidates for the position, in addition to the universal requirements (age, education, experience, etc.), must pass a certain test for the suitability to be akim and only then pass a special training with an exam to become a candidate for the position of akim. Voters should be aware of the passing of a candidate for the suitability to be mayor and know the results of special training and examination. But, only if the candidate for mayor, wishes to provide their results of passing tests and exams to their voters. Knowing the candidates for the position of akim from all sides, it will be easier for the population of the rural district to choose worthy candidates. After all, the effective work of the akimat is largely determined by the professionalism and competence of the akim himself, who is directly responsible for the entire rural district. It is he who directs the targeted programs and is directly involved in the development of various aspects in the economic, environmental and social spheres. In the end, the mayor, to a large extent the administrative capacity of the rural district, i.e. the ability to set clear goals and set clear priorities, as well as to achieve their implementation.
Therefore, no matter how they are party members, excellent civil servants, experienced managers or reputable production workers, they must pass special training for the position of akims before the elections.

As a result, the already thin thread of continuity of power in the local areas is torn, which negatively affects the level of trust in it on the part of the population. At the same time, they are often brought to criminal responsibility, only since the beginning of 2018, 31 mayors and deputy mayors of various levels (regional - 1, city - 4, district - 5, rural - 21) have been brought to justice for bribery. Convicted - 12 [1].
The question arises, who did our district akims propose and for whom did our district deputies cast their votes? Thus, at the last mayoral elections (2017), in the Almaty region, in the period from 5 to 11 August 2017, the elections of mayors of 2 cities of district significance, 127 rural districts of 18 districts and cities of the region (except Taldykorgan) were held. In 126 administrative units, elections were called due to the end of the term of office of the akims, in 3-due to vacancies. A total of 388 candidates were nominated, 386 were registered, 7 candidates were withdrawn for various reasons, and 379 candidates took part in the elections.
Of the 129 elected akims, 6 were women (4.6%), Kazakhs – 120 or 93%, the average age was 48 years. All of them have higher education, including 34 teachers, 28 agricultural specialists, 25 engineers, 20 economists, and 18 lawyers.
Of the 129 elected, 101 are acting mayors of districts or 78.3%, 16 are employees of the offices of mayors and maslikhats, 10 are commercial structures, state enterprises and institutions, and 128 mayors are members of the Nur Otan party (99.2%)[2].
As our research shows, the majority of the elected akims did not have a specific idea about the activities of the akimat before taking office as the head of the rural district. Having assumed the position of akim for a long time, they could not find their way around the numerous functions of the akim. Today, every akim taking advanced training courses, during the survey, notes the need to improve their level of knowledge. It was also found out about the great need for specialized training not only for current, but also for future akims of a rural district, a village and a village that is not part of a rural district.
In conclusion, it should be noted that today no university in Kazakhstan trains future akims and there are no specialized courses where the current akims would confirm their powers. There is only one Academy of Public Administration under the President of the Republic of Kazakhstan, which is engaged in training, retraining and advanced training with both future and current akims of various levels.
In my opinion, this is not enough, the formation of a new type of akim, elected by the people, should involve not only state bodies, but also the whole of Kazakhstan. We must understand that this is a great chance for the entire population of the country, where the new figure of the mayor in the future can play a huge role in strengthening the dialogue between the state and citizens, as well as the implementation of the concept of a "hearing state".
After all, the future mayor of a rural district, a village and a village that is not part of a rural district, elected by the people, is the main political figure on whom the further democratization of our society will depend. The mayor elected by the people, first of all, must work with the population, so his powers should be reviewed, where the main focus should be on interaction with the voters. The mayor, elected by the people, should build his daily work only with the participation of the population and with the population. Therefore, all citizens of Kazakhstan should actively participate in the direct elections of the akim of a rural district, a village and a village that is not part of a rural district. And first of all, those who are patriotic, deeply educated and, most importantly, who love their people should become candidates for the post of akim.
To do this, it is necessary to prepare a scientifically-based program of additional professional education as a "Training school for the mayor and his team". The main task is to form the akim and his team, who have a certain set of key competencies and are able to analyze, organize and plan in the field of state and local self-government, but also actively and effectively improve all elements of the civil service system of the Republic of Kazakhstan, create conditions for the sustainable development of auyl in the interests of its citizens. The "Training School for Akim and his Team" should provide requirements for the development of knowledge, skills and abilities in the following competencies of akims and his team: the ability to analyze the political, economic, and social situation; clarity of presentation of their thoughts; public involvement, updating their abilities for self-education; constructive interaction in potentially conflict situations; work in conditions of external and internal rationing, etc.
